The Acadia Parish School Board met in SPECIAL SESSION on this the 3rd day of January 2005, at 5:00 p.m., in Crowley, Louisiana, with Acting President Lyle C. Johnson presiding, pursuant to the following notice given in writing to each and every member thereof and duly posted in the manner required by law, viz.

December 31, 2004

 

Dear Board Member:

 

By virtue of the authority vested in me by law by reason of the fact that it is deemed necessary, advisable, and to the public interest that the Acadia Parish School Board is called to a SPECIAL SESSION; therefore, I, Lyle C. Johnson, acting president of the Acadia Parish School Board, do hereby give notice that a special meeting of the said Board will be held at its domicile in the City of Crowley, Louisiana, at 5:00 p.m., on Monday, January 3, 2005, for the purpose of discussing, and, if deemed advisable, acting upon the following proposition, to wit:

 

1.   Accept the resignation of District 4 Board Member;

2.   Appoint a temporary replacement for District 4 Board Member;

3.   Adopt a proclamation calling for a special election on April 2, 2005, for District 4 Board Member.

1)             Acting President Johnson called the meeting to order.  Members present were Mrs. Ezora J. Proctor, Mr. Lynn Shamsie, Mr. Roland J. Boudreaux, Mr. Gene Daigle, Mr. Shirley Vige’, Dr. Robert McManus, and Superintendent John E. Bourque, Secretary-Treasurer.

 

2&3)        Mr. Gene Daigle led the prayer and Dr. McManus led the Pledge of Allegiance.

 

4)             Reading of the letter calling for Special Session.

Mr. Johnson read the letter calling for a special session.

 

SPECIAL SESSION ITEM(S):

 

1)             Accept the resignation of District 4 Board Member.

 

Mr. Johnson read Mr. John Quebodeaux’s letter of resignation as District 4 Board Member to Louisiana Secretary of State dated December 20, 2004.

He then read a letter to Superintendent John E. Bourque, from  Frances Sims, Administrator of Elections, Commissions, and Publications, stating that Mr. Quebodeaux’s resignation was accepted and position declared vacant as of December 21, 2004.

In accordance with the provisions of the Louisiana Election Code, Title 18, Chapter 5, I am enclosing a letter of resignation for John H. Quebodeaux, Member of School Board, District 4, Parish of Acadia.

 

The governing authority shall appoint a person who meets the qualifications to fill the vacancy and call the special election (on or before January 3, 2005) to fill the unexpired term.  For information regarding the special election, please contact our Elections Section at (225) 922-0900.

 

After the appointment is made, please forward a certified document of the minutes of the meeting to this office as well as the proclamation calling the special election.

Mr. Quebodeaux thanked his constituents in District 4 for allowing him to serve for the past 10 years.  He also thanked the Board for its support.  He briefly spoke of the accomplishments made while he was a school board member and president.

 

Mr. Johnson, on behalf of the Board, thanked Mr. Quebodeaux for his service to the Acadia  Parish School Board.

 

Upon motion by Dr. McManus, seconded by Mr. Vige’, and carried by a unanimous voice vote, the Board accepted the resignation of Mr. John Quebodeaux, District 4 Board Member.

 

2)             Appoint a temporary replacement for District 4 Board Member.

Mr. Johnson called for nominations for a temporary replacement for District 4 Board Member.  Mr. Vige’ nominated Mrs. Shirley Quebodeaux.  There were no other nominations.  Upon motion by Mr. Vige’, seconded by Mrs. Proctor, and carried by a unanimous voice vote, Mrs. Shirley Quebodeaux was appointed as a temporary replacement for District 4 Board Member.  Mrs. Quebodeaux was congratulated by the Board and will be sworn in on Monday, January 10, 2005, to hold office until the special election in April 2005.

 

3)             Adopt a proclamation calling for a special election on April 2, 2005, for District 4 Board Member. 

Mr. Johnson read the proclamation calling for a special election on Saturday; April 2, 2005, for District 4 Board Member.

 

                                                               PROCLAMATION

WHEREAS, the Acadia Parish School Board has received official notification from the Louisiana Secretary of State of the resignation of the member of the Acadia Parish School Board from District 4, effective December 21, 2004.

WHEREAS, the resignation has created a vacancy in Acadia Parish School Board District 4 and the unexpired term of office in which the said vacancy exists will end on December 31, 2006, and exceeds one year.

NOW THEREFORE, the Acadia Parish School Board does hereby issue this Proclamation pursuant to LSA-R.S. 18:602(E)(2) ordering a special election to fill the said vacancy in Acadia Parish School Board District 4 for the remaining of the unexpired term as follows:

 

(1)    The Special Primary Election shall be held on Saturday, April 2, 2005; and

(2)    The Special General Election shall be held on Saturday, April 23, 2005.

 

The dates for qualifying for the candidates in the Special Election shall be February 9, 2005-February 11, 2005.

 

This Proclamation shall be published in the official journal of Acadia Parish and a copy thereof shall be sent by certified or registered mail to the clerk of the 15th Judicial District Court of Acadia Parish, Louisiana, and to the Louisiana Secretary of State as required by law.

I, John E. Bourque, Superintendent of the Acadia Parish School Board, hereby certify that the above and foregoing is a true and correct copy of the Proclamation passed by the Acadia Parish School Board during the board meeting held on January 3, 2005, for which meeting due public notice was given and a quorum present.

Upon motion by Mr. Vige, seconded by Dr. McManus, and carried by a unanimous voice vote, the Board adopted the proclamation calling for a special election on Saturday, April 2, 2005.
